Relocate vignettes #12

Vignettes need to be in their own folder to appear as articles on the pkgdown generated website.

The vignette was written in Quarto but the R package vignette building feature does not support Quarto. This feature is supposed to roll out in the next few days, so I will revisit this ticket early next week. If it doesnt work, I'll rewrite the vignette in Rmd format instead of Qmd.

I think the vignette and references are not appearing in the website because I did not create the gh-pages branch correctly. It appears to be recursively set up, and the folder "dev" is supposed to be the root. Will investigate deleting and/or re-building that branch.

@Spatiotemporal-Exposures-and-Toxicology I think the vignette and github pages stuff is all set up correctly but not being used for the website because the github pages settings are using the main branch instead of the gh-pages branch.
