Trying and testing base learners for model pipeline with GPU. See fit_base_learner function (R/base_learner.R) with learner parameter determining model type.

First need to fix gdal/liblantern installation issues accompanying current torch installation

@mitchellmanware Pinging this issue for gdal. @sigmafelix also notes that it can come up with reading NetCDF files with 2 versions of gdal installed
