Example of sch:report points to a rule that has no Schematron #35

In §2.4.2. Use of normative Schematron, the sch:report SHOULD semantic has an example of RFC 3986 from Rule 9-84. Target namespace is absolute URI. The Schematron in this rule was dropped (because it always fired), so this section needs to use a different example.
