Rule title ("Component name") indicates the rule applies to a property or a type
Sentence following rule title refers to elements ("Elements in NIEM-conformant schemas...")
Rule text refers to elements or attributes ("...any element or attribute defined within the schema SHOULD...")

The rule seems valid for a component (property or type).

Revised name of the rule to refer to "element or attribute" instead of "component".
