The following rules appear like they are contained in the section 10.9.1.1. Deprecation:

The rules index shows them to be contained in section 10.9.1. The NIEM appinfo namespace, but this is not obvious in the formatting of the text itself.

Suggest moving these rules to a new subsection and maybe adding a line or two explicitly saying that these indicators are needed to be able to identify external content in NIEM-conformant schemas and to avoid applying NIEM rules to external content.
