Rule 10-78. Use structures as specified

The explanatory text following the rule says...

...mandating use of the NIEM structures namespace as is, without modification...

We've been asked before if structures can be subsetted, particularly for attributes that aren't being or shouldn't be used in instances. This text seems to prohibit that.
