Intro describes NIEM as US-specific. May want to add something to include the international community.

1. Introduction

Current text (last sentence of first paragraph):

NIEM is a result of a combined government and industry effort to improve information interoperability and exchange within the United States at federal, state, tribal, and local levels of government.

Statement about international usage from niem.gov Strategic Initiatives - Going global:

NIEM may have started in the U.S., but its reach doesn’t stop there. International governments and private sector organizations can maximize the value of NIEM, too. Communities in Europe, North America, and Australia already use NIEM for their information exchange efforts. NIEM 4.0 represents an initial step toward evolving NIEM to support a more global exchange environment...

Revised as indicated, with a couple of tweaks.
