Update Figure 12-6 to use the new value set for NIEM percents #61

Figure 12-6: Example of metadata used in an instance

NIEM 4.0 changes the representation of 100% from "1" to "100".

Suggest updating example from 

 <nc:ProbabilityPercent>0.25</nc:ProbabilityPercent>

to

 <nc:ProbabilityPercent>25</nc:ProbabilityPercent>
