Percent problems #68

I've found 2 problems with percent:

  1. the use of nc:ProbabilityPercent, with a value of 0.25: nc:Percent defines 100% as value "100", but nc:ProbabilityPercent isn't clear.
  2. The definition of the "Percent" representation term is unclear:

A representation of a ratio in which the two units are the same.
