The Harmonization Workgroup recommends the proposed changes.

The use of the term "state" was also discussed due to concerns about international usage. NIEM defines a state as "A state, commonwealth, province, or other such geopolitical subdivision of a country." The group believes it's better to use this one term with its catch-all definition consistently across all of NIEM rather than using different terms in Core and in the domains (country subdivision, country sub-entity).
