Updates to the NIEM Naming and Design Rules (NDR) specification will have several impacts on the structures and appinfo utility schemas. These will need to be updated for 5.0 accordingly.

Updated the 5.0 beta with the initial draft of the 5.0 structures and appinfo schemas. Some additional changes to these schemas may still be forthcoming.
