The FBI provided feedback based on a review of the NIEM 5.0 beta 1.

Changes:

500+ minor NDEx code definition formatting changes (replace underscores with spaces, fix irregular spacing, etc.)
Rename element j:InjuryLocationNDEXCode from j:InjuryLocationNDExCode
Rename ucr:JustifiableHomicideFactorsCodeType (and corresponding simple type) to ucr:JustifiableHomicideFactorCodeType
