The vocabulary for cui:SpecifiedCategoryMarkingCode does not put “SP-” in front of the code from the CUI Registry.

Per CUI Program Office: add the prefix "SP-" to the specified category marking codes enumerated in SpecifiedCategoryMarkingCodeSimpleType.
