Working with Owen Hirschi and Mike Schatz to finalize this use case.

Curated various email threads and discussions into a draft one pager - under revisions in google docs. Will post here once finalized.

Interop use case is as a researcher, I want to run the same tool on multiple environments (federated, functionally-equivalent compute), such that I can analyze datasets which are restricted to specific locations.
