Source validator/publisher jars from Google storage not Github #22

The upstream repo removed the validator and publisher jars and moved them to Google storage because they are now too big for GH (> 100 MB). The links for the latest releases are in tools.json.

We should remove the jars from this repo, download them in the CI pipeline from Google storage, and then discard them after tests pass. This will reduce the size of this repository and time to checkout the code in the CI pipeline.
