📝🚧 Publish pre-release IG #21

This PR publishes a pre-release IG on https://ncpi-fhir.github.io/ncpi-fhir-ig/. This PR closes #19.

@bwalsh thanks for the feedback! Yes, I agree that checking in all of the generated outputs in the main branch wouldn't be ideal. This PR is an interim solution putting the IG under main's /docs. Once we get ready to deploy official releases, all the generated files will be put to a gh-pages branch.
