Initial pass of Study Metadata. This includes:

1 profile for Table
1 profile for the Variable
1 profile for Harmony
Provides guidelines on using local CodeSystem resources to identify variables, their enumerated values and tables.
Further refines "Finding Research Studies" use case
Example pages describing use of each of the relevant resources
