The current CircleCI uses no terminology service ("-tx n/a") in order for validating and publishing the implementation guide. It causes to add CodeSystem resources on our end and we don't want to put an extra effort to curate these ontologies over time.

The latest IG publisher supports the use of Ontoserver (https://r4.ontoserver.csiro.au/fhir/). Therefore, modify .circleci/config.yml with "-tx https://r4.ontoserver.csiro.au/fhir"
