However, if the account from which proceedings are uploaded is a member/owner of the community, with the current settings, approval should not be needed (" Submissions to the community by default requires review, but curators, managers and owners can publish directly without review") https://zenodo.org/communities/nime_conference/settings/submission-policy
it seems that there are issues with Zenodo API with ISSN and Commmunity fields. For the time being these must be added manually.
