Add basisofrecord field to occurrence table and link to l_basisOfRecord lookuptable

l_basisOfRecord already exists. Should a basisOfRecord column really go into the occurrence table? It seems to be very much tied to the samplingProtocol, so it would fit into event so people don`t have to specify it for every occurrence.... At the en a question is: Is it necessary that users enter something here, or can it be taken from the samplingProtocol?

Sorry, I did this and forgot to close the issue. However, I think it superfluous in this setting. Right now we (as in the NOFA database as a whole) only deal with data of type "humanObservation". If needed in the future it could be added then.
