BUILD_dwiAtlas requires ITKv3 #13

The dependance on ITKv3 prevents building other tools in a clean mode. ITKv3 compatibility will eventually be retired, and it would be good to avoid needing it.

How about we put it into a separate tool as I am not sure how much work is needed to make it ITKv4 compliant
