improve use of bootstrap template

[ ] the app width of 940 pixels needed to be hardcoded in 2 places since the default width seems to be 300px (?); it should be set at the template level
[ ] the footer needed to be appended to each tab individually because panel considers the "tab" block to be of the size of the largest tab.
[ ] don't load external bootstrap (add it to the repo)
