Support Ballard BTI schema 1.2 #5

Version 1.3.1.1 (don't know 1.3.04) ships with BTI XML schema 1.2, that is not compable with current deserializer that was build for 1.1. Need to implement logic that load different deserializer dlls depending on XML file schema.
