Finish config file import #2

Being able to import from a text file of some sort would be a much better way to configure this, and lower hanging fruit, too.

While I'm thinking about it, could we put a summary table on the block page? That would be neat (though technically another issue).

I'll close this issue. If we want to come back and do a summary table, we can add that in a separate issue, since it's a separate feature.
