Add opacity slider to Storm layers #193

As a user I want to be able to change the opacity of any storm layer so I can overlay other layers without losing any information.

AC:

[ ] User can click on a slider to change opacity ranging from 0 (no opacity) to 100 (full opacity)
[ ] Slider should be placed below each of the storm layers (Wind, Surge).
