Beta 2 UI Cleanup #204

[x] Remove 'Map' form top menu bar (for normal user)

User dashboard:

[x] Disable 'Explore Layers' button
[x] Enable 'Storm Hazard Projection (SHP) Tool' section incl. 'Run New Simulation'
[x] Disable 'Explore Simulation'

Map view page:

[x] Disable 'Explore Simulation' button
[x] Enable 'Wind Field' layer in Storm dropdown
[x] Reduce the opacity of the heatmaps to 75%
[x] Hide 'Load Map' button

SHP page:

[x] Add home button to map
[x] Disable 'Select Storm Type' drop-down
[x] Disable 'Analysis Type' menu
[x] Disable the 'Basic' menu with the five storm category radio buttons
[x] Disable Total Run Up checkbox under '4. View Results On Map'
[x] Remove the intial + and - zoom button
