'Explore Layers' page

As a user, I want to see all layers available so that I can select from a list to view them on my map.

Integrate Kristina's CSS and build functionality accordingly: http://www.crc.nd.edu/~kfurse/njcoast_berkeley/explore-layers.html

AC:

• [ ] User can navigate from the user dashboard page clicking on the 'Explore Layers' button
• [ ] User can navigate from the map view page under the GIS Layers drop-down clicking on the 'Explore Layers' button
• [ ] User can filter map with following options:
  • [ ] Full-text search
  • [ ] Categories
  • [ ] Filter using dates
  • [ ] Keyword Filter
• [ ] Resetting any selected filter via 'Clear' button
• [ ] Sorting options: Most recent, Less recent, A-Z, Z-A
• [ ] Users can view layers on the map view page via the 'View on Map' button
• [ ] User can create new map via 'Create a New Map' button on the top right
• [ ] Pagination
• [ ] Layers have a name, created by [Name], description, and date of creation
