Create own name for storm sceanrio #238

As a user, I want to give my user-specified scenarios a name and a description.

We need more descriptive metadata for the user-scenarios. Being able to create a name and a description at a minimum. Right now the map names are autogenerated when user clicks on 'Create New Map' in the Dashboard.
