fix cannot run NEMU based on RV64 in NEMU #89

后续版本将riscv64作为扩展选项，生成的配置名为CONFIG_RV64，之前的CONFIG_ISA_riscv64不再有效。

该问题会导致在NEMU上运行的NEMU，后者NEMU最终生成的是riscv32版本。
