St2 bird: update_drop_list_info/update_fullbogons_info generic parser #2

At the moment the implementation of the actions _bird.update_drop_listinfo and _bird.update_fullbogonsinfo is tailored for the pages provided by Spamhaus and Team-Cymru. Will be nice to implement a generic parser to extract prefixes from any generic source.
