Re-enable download functions #60

We want to resurrect the download functionality of the AHN viewer:

Check if Java application is vulnerable to Log4J
Will not work with stock Potree UI, but needs Patty App UI from previous NLeSc project (to trigger download process) - Check with Maarten Vermeer?
Postgres needs to be up and running with metadata on the Octree to be able to lasmerge all laz files
