updated install notes #176

This PR adds some more detail to the install notes, because with what was there, it would not work on my system (pretty much a fresh install of lubuntu 16.04). I'm advising python3 in my notes, but I just saw we're using python2.7 on travis. Hopefully that doesn't matter.

Since this PR was filed, gh-pages/README has been updated already with instructions relating to Python3's virtual env. The toolset for that description is better, so we're rejecting this PR. However, the explanation could be better (currently there isn't any), for which I've made an issue (#197).
