There is no help to indicate what a "rule" is or does in the facet configuration screen. The tooltip mentions "Assign facet values to grous" (notice: typo), but that does not make it clear either.
This option appears only for categorial data, and given the standard rules upon reading the dataset, and the icon next to it, it appears to be a labelling option of sorts.
Removing (all) rules, or changing the text, does not appear to change anything in the analysis page.
