Setup infrastructure #133

In order to run the code on real data, infrastructures needs to set up:

[ ] setup VM on HPC cloud, ideally using Lokum and Emma.
[ ] verify account ohttps://github.com/NLeSC/team-atlas/issues/133n dCache

VM can start. Lokum ALWAYS causes timeouts from my machine.

[ ] Discuss during review
[ ] make longer term solution using new provider or old (fixed)

Problems persist with both old and new open nebula providers to terraform. An alternative (being developed) is [marzipan][https://github.com/NLeSC-GO-common-infrastructure/marzipan] which provides a python wrapper for the OpenNebula xml-rpc interface. deployment of cluster has been successfully tested. Integration with provisioning is still in progress.
