Make a short term strategy for the project #179

As the PO of the project, I would like to have a short term goals, action points and timeline for the project so I can pla ahead with the project's partners.

[x] design and develop a generic parallelization
[x] apply parallelization to different simulators
[ ] permutation
[ ] LHC use case input
[ ] Follow up and collaborate on Maxwell's network training
[ ] Xenon interface/implementation

At mid sprint we have prototypes for a dask based parallelisation of simulator runs and a multi-user zarr based cache.

[ ] evaluate feasibility (passive time/waiting), need for fully asynchronous simulation and training
