Annotate the ontology itself #65

with owl:versionInfo at minimum, other properties as appropriate, when QA is done. This should be the last edit before the official release of version 1.0 of the ontology.

I need to decide if I'm going to use the same chronological versioning scheme for official releases or if I want to do a 1.0/2.0 thing.
