This PR addresses Issue #2 more rigorously than PR #5.
This version has all mention of configuration through zone properties removed.
Mention that catalog zones can be associated with configuration is moved to the Description section.
I have removed Open issues and discussion section which was about zone options only.
I feel that in the previous draft it was assumed that the primary server for the catalog zone would also be the primary server for the member zones. I get this feeling from the first paragraph of the "Implementation notes"
