The release of upload-artifact@v4 and download-artifact@v4 are major changes to the backend architecture of Artifacts. They have numerous performance and behavioral improvements.
Fixed a bug in Node16 where if an HTTP download finished too quickly (<1ms, e.g. when it's mocked) we attempt to delete a temp file that has not been created yet actions/toolkit#1278

The documentation for download-artifact@v4 says it is not compatible with artifacts uploaded by upload-artifact@v3 so also requires upload-artifact@v3 references to be upgraded to upload-artifact@v4.
This PR would leave one use of download-artifact@v3 behind, namely the reference to ximon18/download-artifact. That repo is a fork of download-artifact@v3 which adds support for configurable retries for downloading of single artifacts which is needed by Ploutos, but not supported by the official download-artifact@v3 or @v4.
It might be that ximon18/download-artifact would not work with artifacts uploaded by upload-artifact@v4, that needs to be tested.
