This cannot be merged as is because:

1. The documentation for download-artifact@v4 says it is not compatible with artifacts uploaded by upload-artifact@v3 so also requires upload-artifact@v3 references to be upgraded to upload-artifact@v4.
2. This PR would leave one use of download-artifact@v3 behind, namely the reference to ximon18/download-artifact. That repo is a fork of download-artifact@v3 which adds support for configurable retries for downloading of single artifacts which is needed by Ploutos, but not supported by the official download-artifact@v3 or @v4.
3. It might be that ximon18/download-artifact would not work with artifacts uploaded by upload-artifact@v4, that needs to be tested.
