Docs - Get rid of massive white space on homepage

In order to get rid of massive white space on homepage, we need to add a new stock image to push the footer down on the page.

Checking to see if NOAA has stock image we can use (in progress).

Josh sent over an initial stock image. He's checking to see if there's a taller one so the hero image can look more proportional to the whitespace at the bottom.
