Data configuration with experimental uncertainties only #1260

I would like to have a list of all the datasets under consideration, but in a version that loads only experimental uncertainties in the commondata files. Ideally as a list of dataset_inputs. I guess the starting point is the runcard for 4.0 NNLO in the current master

@Zaharid Haven't I linked this list here? The link is accessible through this web page? I realise that I haven't removed the specification sys: 10, which I'm amending right now.
