Allow no scale variation in `convolute` #114

I'd like to run pineappl convolute grid NNPDF40_nnlo_as_01180 -s0 and the output table not to show any sv columns

That makes sense. In fact I think we shouldn't show it for -s 1. Do you agree? Technically, this would be a 'breaking change', but showing a scale variation calculated from one scale could be considered a bug.
