Generate CAPI coverage #242

This implements #241.

The Python workflow is currently broken, see https://github.com/actions/checkout/issues/1448. This is unrelated to this branch's changes and will probably happen everywhere.

The problem with the --debug flag has been reported in this Issue: https://github.com/lu-zero/cargo-c/issues/302 and fixed since cargo-c-0.9.16. I will update the container.

I saw it this morning, and it's still down.

But it's the whole hepforge.com to be down...
