Include R access OPeNDAP resource #15

In the PR the new notebook including the tutorial of how to access the opendap server data is included.

  1. notebook added
  2. too tree added
  3. exclude some notebook execution if not included in the toc tree to increase the efficiency of jupyter book build
  4. change the kernel spec in some jupyternotebook by selecting the kernel when opening them
  5. separate title for python and R
