Add tutorial of polarwatch resource to the cookbook for crossref #26

@shospital I open a issue here for crossref effort. Please feel free to put any input or open a PR if you are also thinking about doing a PR.

@chiaweh2 Would you like a reference or tutorial content so you can format to match cefi tutorial template?

I checked out your tutorial section and I came up with few options that do not overlap with your current tutorial content.

I am currently working on few tutorials and I can share the content or link, whichever works for you.

@shospital Thank you for the effort so far! I really appreciate it. All three materials sound like great stuff to be included in the cookbook.

As for how we want to approach this, I assume you are going to include these material somewhere on the platform that you are working on. If this is the case, I am happy to help covert the content to the cookbook format if you also think having this in the cookbook is good! If you would like people go to the original source/tutorial so you have more control over the content, I am happy to reference them somewhere in the cookbook page when you are done. What do you think?

If you think including the material in the cookbook is good, maybe we need to do some cross repo tag when the source tutorial is updated or need changes in the future from your end. But this is easy and we can discuss more when we are share about how we are going to approach this. And again you will always have the option and welcome to just do a direct PR contribute. But I don't want to just assume people would do this since this is definitely a lot of work. So please feel free to let me know your preference!
