Develop command line tool for MELODIES MONET #117

@zmoon is working on the first start of developing a command line tool for MELODIES MONET. The purpose of developing this is to be able to use MELODIES MONET within model workflows automatically and make it even easier to run MELODIES MONET for routine model evaluation.

@dwfncar is also working to add more automated scripts.

Both will help to convert some of the example scripts used in the RAP-chem forecasting evaluation (added here: https://github.com/NOAA-CSL/MELODIES-MONET/pull/105) to be more generalized and usable through a command line interface.

This is done with the updates @zmoon referenced above. Two of the readers (AirNow and AERONET) are now incorporated and you can also run MELODIES MONET via the command line now.
