Activate 2024 Observation Synthesis page when appropriate #118

Kim created an issue (https://github.com/NOAA-EDAB/catalog/issues/117) to work on gradually throughout the year. The submission label was removed to exclude the issue from being included in catalog. Will need to add the submission label back when the page is ready for inclusion in the catalog.

Suggestions for criteria to be included in the 2024 Highlights. 1) Record high (or maybe top 5 in a long time series) event or something unusual, possibly newsworthy. 2) Potential ecosystem or fisheries impact
