add bug report and page edit issue templates to catalog #120

@BBeltz1 So there seems to be a build issue. The build is failing on ecodata::plot_thermal_habitat_persistence. But from what i can tell neither ths function or the data object has changes in months. Any idea what is going on? I can't build locally either. I wonder if ggplot2 has changed how it is handling things. May need to step through the plotting function

@andybeet Sorry for the late comment. Should've written this earlier. The build book action is failing at the plot_thermal_habitat_persistence, but I ran out of time to figure out why. I'll check through the plotting function Monday. Thanks for taking a look and I'll let you know what I figure out.
