Clarify SOE 2025 Catalog page update process #123

The GitHub Catalog Submission section of the google form has only a link to submit a new catalog page.

The instructions say we will edit the page with updated information but users don't see an obvious way to update; there are not sections as there are in the google form input.

Please add instructions for editing a current page. I think we do not want people putting in an entirely new catalog submission on GitHub when there is already a catalog page, but this could happen with the current form.
