Updated the ecodata landing page with DOIs for the 2024 reports and tech doc

@sgaichas I've added links to the 2024 documents to the landing page. Note: I included the DOI for tech doc, but it isn't in NOAA IR yet (waiting for their processing). So that link will be broken until it's posted by NOAA. Also note, the table at the bottom is not updated yet. I want to take some time to double check that the releases are accurate. I'll do that tomorrow.

@BBeltz1 do you want this pulled in now or should I wait if you think you will add new links today? I don't mind doing it in two steps if the review of the other links might take more time.
