Rename Tech-doc rmds #94

Tech doc rms should have the same name as the catalog counterparts. It should be the name of the ecodata indicator.

Then from catalog we can automatically link to the tech doc (and vice versa) since the names will be the ecodata indicator name. This will be easy to automate linking when the names align
